Note:

  • No. of days Required for entire process. (Min 45 Days).
  • After getting LL, customer has to wait for minimum 31 days to apply for DL test.
  • If applicant's age is 40 years and above, a Medical certificate have to be produced in Form 1A from a registered government practitioner.
  • For Commercial License (like Cab, LGV, Bus or Truck) minimum educational qualification of 8th standard pass is mandatory and the candidate needs to produce original marks card/TC in support of that.
  • For Commercial License (like Cab, LGV, Bus or Truck) the candidate must have an LMV DL from Karnataka which is at least one year old. Other state DLs must be changed to Karnataka after following a "Change of Address" procedure (Ref S4)
  • All documents must be produced in original and one photocopy of each must be submitted for both LL and DL test in the RTO. Candidates are requested to carry all original documents and one photocopy of each for both the tests.

International Driving Permit

  • Application in Form Form 4-A
  • 3-5 recent passport size photographs.
  • Original Valid Driving Licence + Passport + Visa + Air Ticket.
  • The applicant should be citizen of India.

  • Note: The address in the Driving licence should fall under the jurisdiction of the Regional Transport office to where the application for IDP is being made.

    • Applicant shall appear for re-test if the driving licence issued in within 3 months.
    • Validity of the IDP will be for one year or till the validity of the driving licence whichever occurs first.

    Note:

    • In case of driving licence belonging to other regions/state, the applicant should apply and obtain change of address in the driving licence.In case of licence issued by other regions within Karnataka state the time required for change of address is three days, and in case of driving licence issued by other states the time required is 21 days. Therefore the applicant keeping the time required in mind should plan well in advance while making an application for IDP.

Smart Card

  • Address proof: Any one document from List B or List C from sub section S1 above

No Objection Certificate(NOC)

  • Application in (3-Copies)with pencil imprint of vehicle chassis number on each of them or 3 imprints on a separate sheet of paper.
  • RC book original.
  • Valid Insurance photocopy.
  • Emission Test certificate copy.
  • Chassis Pencil Print Impression on White paper(3-4 Copy).
  • Name and address of the person who needs NOC.


Change of Address

  • Application in Form CVM-33 two copies along with NOC from the RTO where it is registered (Not required for a two wheeler within the state) Original RC

Duplicate with Change of Address

  • Application in Form Form 26to be filled up and signed by registered owner .
  • Form no 26 in duplicate if covered by Hypothecation/Hire Purchase/Lease Agreement along with NOC from financier.
  • Affidavit sworn by the applicant before an executive magistrate or a first class judicial magistrate or a notary public for having lost the registration certificate
  • In case of mutilated/soiled/torn registration certificate such certificate to be surrendered

Re-registration of Vehicle(Other State)

Note: In case NOC has not been obtained at the time of migration,the registered owner is required to apply in form no 28 (in quadruplicate) to the previous registering authority along with documents for issue of NOC, and submit the NOC obtained for consideration of Re - Registration application. In case, no reply is received from the previous registering authority even after 30 days, the registered owner shall submit a copy of the form no. 28 applied, along with the postal acknowledgement for having submitted before the previous registering authority, and a declaration stating that " the application for NOC has neither been rejected nor any reply received from the previous registering authority" to whom the application has been made.

Transfer of Ownership

  • Application in Form CMV 29

  • In duplicate with the consent of financier.
  • Registration Certificate, valid insurance,emission Certificate, Fitness certificate in case of transport.
  • Vehicle tax receipt with up-to-date tax paid proof.

Note: If transfer of ownership of vehicles migrated from other regions within same state, clearance certificate is required from previous registering authority also.

Registration of Vehicle

  • Valid Insurance certificate
  • Proof of Address: (to produce any one of the following) Ration Card Passport LIC Policy Electoral Roll Telephone Bill Electricity Bill Water Bill Caste Certificate (SC/ST, Backward Class and Minorties, etc.) and Income Certificate issued by Tahasildar. Pay slip issued by any office of the Central Government or a State Government or a Local body. Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age and address. Proof of legal presence in India in addition to proof of residence in case of foreigners.
  • Temporary Registration issued by the Registering Authority if any or Trade Certificate issued by the Dealer.
  • Road Worthiness Certificate in form CMV22
  • Form CMV22A issued by Body Builders(EX. Goods vehicle, bus etc.)
  • Customs clearance certificate in case of imported vehicle with licence and bond if any.
  • Prescribed Registration fee to be paid at R.T.O Counter/Treasury.
  • Tax payable after assessment (depending upon the category of vehicle).
  • Fees for Fitness Certificate in case of transport vehicle.
  • Hypothecation/Lease/HPA entry fee (if applicable)
  • Income Tax PAN (zerox copy) or Form 60 or Form no. 61 (in case of Agriculturist).
  • Bonafide agriculture certificate issued by the Tahasildar in case of registration of Tractor-Trailor unit used for agriculture. In case of trailor or a semi-trailor, design approval proceedings issued by Commissioner for Transport to be produced.
  • Permit proceedings in case of transport vehicle.
  • Advance Registration allotment letter if any to be enclosed with fees paid proof.
  • 3 passport size photographs.

Clearance Certificate

  • Application in Form
  • Registration Certificate.
  • Insurance Certificate.
  • Emission Certificate.
  • Tax receipt if any.
  • Permit and Fitness Certificate(in case of transport vehicles).

Note: If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State, an application on plain paper along with name and address of the person to whom the vehicle has been sold shall be submitted to the jurisdictional RTO.

Note: In case of vehicles covered by Hypothecation/HPA/Lease agreement, no objection letter from the Financier shall be produced.

Note: The registered owner should appear in person to submit the application.

Note: On obtaining the remarks of different sections, if no dues are outstanding / DSA cases are not pending, clearance certificate will be issued.


Fitness Certificate

Road Tax
